African American Family Services, St.Paul
The organization was founded in 1975 to provide services to chemically dependent people in a culturally specific context. Originally called the Minnesota Institute on Black Chemical Abuse (MIBCA) and then the Institute on Black Chemical Abuse (IBCA), it became known as an effective treatment, prevention and aftercare center. As it grew, its services expanded to encompass other issues that often co-exist with chemical dependency. These services included family counseling, family violence, crisis intervention and home-based services. IBCA also developed a library of reference material, as well as cultural sensitivity training programs for other agencies, which provide services to African Americans.
